Google announced that display ads created in Flash now will be converted automatically to HTML5.
Flash ad campaigns, both existing and new, will automatically be converted to HTML5 to make them eligible for viewing on mobile devices and browsers that do not support Flash when uploaded through AdWords, AdWords Editor, and a variety of third-party tools. Though, to ensure that your ads can be converted successfully, you should test them using Google’s Swiffy tool.
Google said in a Google+ post;

Google started offering interactive HTML5 backups back in September when support for Flash was unavailable. The Flash-to-HTML5 conversion tools for the Google Display Network and DoubleClick Campaign Manager created an HTML5 version of Flash ads, showing an actual ad rather than a static image backup.
